As part of a good franchise program, the franchisor will usually assist you in setting up the business, including all the permits pertinent to the products. Usually, food carts will require only the permits that will be dictated in the list of requirements of the local government unit where the cart is to be located.

Sorry for being such a newbie, but I do need to register my own business name to dti before I can be a franchisee right? also what will be the omissions on the steps you've provided in the link?

DTI requires you to register the franchise location which is also the basis for BIR to assign you the RDO responsible for you. As for the steps in the link I provided, you can stop when you get your BIR registration since the prerequisites for the BIR registration usually covers all the other steps. You do not need an LTO from BFAD but you will be required to get a sanitation clearance from the LGU.
